What about having to provide proof of completed tasks?  If emlalock provided a list of specific tasks of varying difficulties that the lockee could provide evidence of (approved by the keyholder).  Each task could bring down the total time a set amount assigned by the keyholder.  The tasks could be added to a pool available to everyone. The keyholder could choose which tasks the lockee would be able to perform.

I currently wear a Steelworxx.de Tube Jacket 02.  It requires a PA piercing. The device doesn't have a base ring.  The cage is held on by use of a post through the PA.  It comes in various sizes and Dietmar, the owner, is happy to customize it however you would like.  The cage is made from stainless steel.  The PA post is titanium I think.

As far as wearing it goes, I might have gotten the tubend diameter a bit small.  Ideally you want the glans to expand into the bar part but if your shaft gets hard first then it's more likely the glans will remain inside the tube.  Overall it is quite comfy but I would suggest wearing tighter fitting underwear (briefs, panties, etc.  Not boxers).  You will want a fully healed PA with the largest guage you can manage.  I got 2 sizes when I ordered it originally and quickly found that I needed larger posts.
